1. WRC-15 and 5 MHz (60m)

The S.A.R.L. reports a European Common Proposal (ECP) for an allocation of 100 kHz at 5350-5450 kHz
has now been accepted
This was a hard fought proposal with 7 abstentions and 5 against.
It is now up to the African block to support the agenda item at WRC which starts in Geneva, 
Switzerland on 2 November.

1. Russian military in 7 and 14 MHz Ham Radio bands

The latest IARU Monitoring System newsletter reports Russian Military traffic in the amateur radio
7 and 14 MHz bands has increased. The Russian Navy has often been active on 14192.0 using mode F1B
and the Russian Over The Horizon (OTH) radar in Gorodezh (near Nizhny Novgorod) has been causing
strong interference daily.

1. Washington State Wildfires

News out of Washington State, where the largest wildfires in the state's
history have left casualties,
consumed more than half a million acres and destroyed at least 200 homes.
The fires surrounding the central Washington town of Twisp, where three
firefighters died,
were considered among the hardest to contain.

1. WWV 25MHz signal restored to its original antenna. 
 
Time may seem to stand still – at least for a few moments - at WWV, in Fort Collins, Colorado.  
The time and frequency standard station is celebrating the completion of its successful first year  
with a restored vertical dipole, one it had stopped making use of in 1977.

1. Updated RAC Band Plan

After a year long review, The RAC Band Planning Committee has released
an updated band plan for all LF
and HF (0-30 MHz) amateur allocations. This includes the new LF bands at
2200m and 600m, the 60m USB channels,
and changes to reflect current best practice on other bands.
