1. CFSO Steps Down
Doug Mercer, VO1DM, has retired as RAC's Chief Field Service
Officer.  RAC President Geoff Bawden says "He has served with
distinction in that post for the last four years. His was a tough
file and he gained the respect of all who worked with him. After four
years he wanted to have a personal life and has stood down as CFSO."

1. RBR-4 Confirms Access to 137 KHz
In 2009, Canadian amateurs were given secondary access to the Low
Frequency (LF) band 135.7 -137.8 kHz.  Industry Canada has now
included this in the newly updated RBR-4 Standards for the Operation
of Stations in  the Amateur Radio Service.  The maximum emission
bandwidth in this band  is 100Hz, allowing CW, BPSK31, and BPSK63.
Maximum EIRP is 1 watt.  Amateurs "shall not cause harmful

NATIONAL NEWS
1. Industry Canada's Antenna Policy 
On February 5th, Industry Canada's Minister announced that changes
would be made to "Cell Tower Placement Rules".  The governing
document is CPC-2-0-03, which also regulates amateur radio antennas.
RAC will request that no changes be made that would negatively
affect the amateur radio antenna installations currently in place. 
RAC does not believe this policy change announcement was generated

1. GWEN Net Time Change
Ontario's Ground Wave Emergency Network (GWEN) has changed the time
of its biweekly net.  The net is now on the first and third Monday of
each month at 1930 ET, on 3607 kHz LSB, or near that frequency in
case of QRM.
The goal of GWEN is to provide communications in Southern Ontario and
throughout the Niagara Peninsula in the event of repeater failure.

1. RAC Affiliated Clubs Deadline Approaching 
All current RAC club affiliations expire 31 Dec 2013, and clubs
failing to renew by that date will be removed from the affiliated
clubs list on the RAC Web Site.  Affiliation applications must be sent
to the address found on the application form NOT to RAC

1. Maple Leaf Operator Members Newsletter

Beginning in Decembrer, RAC will launch a new electronic newsletter
for its Maple Leaf Operator Membership. This newsletter will be
issued six times per year, in between TCA issues. This is a new
benefit of belonging to the MLOM.

One feature will be MLOM Member's Corner, to share anything deemed
"newsworthy" -- ham related personal story, electronic tidbit, DX

The RAC Canada Winter Contest will take place from 0000 to 2359 UTC
on December 28. Operate CW and phone on 160, 80, 40, 20, 15, 10, 6
and 2 metres. Stations in Canada send RS(T) and province or
territory; VEØs and stations outside Canada send RS(T) and a serial

1. RAC 0-30 MHz Band Planning Committee

Al Penney, VO1NO has agreed to chair RAC's 0-30 MHz Band Planning
Committee. The previous chair, Jim Fisher, VE1JF has retired but will
continue to serve the BPC for a time. Other continuing committee
members include Scott Wood VE1QD, Mel Martin VE2DC, Don Moman VE6YJ,
and Frank Vanderzande VE7AV.

Al was first licensed in 1977. He has been active on all bands from

1. TPN Net Controllers Needed

The Trans-Provincial Net is seeking net controllers. TPN meets daily
on 7.055 MHz, lower sideband, from 7 am to 5 pm Eastern Time. If you
can help by taking a regular shift, please check into TPN and speak
with a net control station, or contact Shawn VE3PSV via NTS message.
